HESCO Bill Taxes

Nowadays, electricity prices have become high. We see many additional taxes that increase the bill amount. You may surprisingly see a further tax, which is quite funny, as another tax is added to the amount. However, some taxes we experience on our electricity bills always include:

FPA (Fuel Price Adjustment Tax)

As the name suggests, this tax is imposed because of changes in the fuel expenses of power rental companies. Unfortunately, in Pakistan, WAPDA bills often require us to pay additional amounts in the form of FPA charges.

TR Surcharge (Tariff Rationalization Surcharge)

This surcharge is to balance the NEPRA and GOP tariffs. If the NEPRA offers more tariffs than the GOP tariff, the government will pay the extra cost in the form of a “subsidy” for consumers.

If the NEPRA tariff is less than the GOP tariff, the electricity distribution company (DISCO) will pay the difference back to the government in the form of an “Inter DISCO Tariff Rationalization Surcharge.”

In simple words, the TR surcharge adjusts for differences between what the regulator sets and what the government charges consumers, either through a subsidy or a charge to the power companies.

FC Surcharge

The FC surcharge in electricity bills stands for Financing Cost surcharge. It is an additional charge applied to help the government cover the cost of loans and other financial arrangements related to power generation and distribution. This surcharge is added to your monthly electricity bill and varies depending on government policies.

Quarterly Tariff Adjustment

This tax is included in the bill every quarter. The power companies add this amount to the bill to cover the electricity generation cost if the cost changes due to inflation rates, fuel prices, currency fluctuations, or government policies.

What is Deferred Electricity Cost?

The above taxes are important components of your electricity bill, in addition to the cost of units consumed. Another important term is deferred cost. If you can’t pay the full electricity bill for any month, you can defer the payment, meaning you can divide the payment into installments. In this case, you will not have to pay any extra tax on the installments.

HESCO Coverage Area

HESCO means Hyderabad Electric Supply Company. Its objective is to supply electricity within the geographical boundaries of Sindh province, except Karachi adhering to the WAPDA regulations. It serves residential, commercial, and industrial consumers in both urban and rural regions.

Currently, the main areas covered by HESCO include Hyderabad, Tando Allahyar, Tando Muhammad Khan, Tando Jam, Mirpur Khas, Tharparkar District, Umerkot, Sanghar District, and nearby locations. However, the service area coverage may change in the future because of population increase and development.

HESCO Peak Hours

In peak hours, electricity consumption tends to increase. For a three-phase meter, it’s recommended to use less energy during these times to help reduce electricity bills. However, residential users with single-phase meters will pay the same per-unit rate regardless of the time of day.

Currently, if your consumption exceeds 200 units, you will have to pay the increased per-unit rate on all units consumed, leading to a significant rise in your bill. For commercial users, the peak hours are

  • From April to October: 6:30 PM to 10:30 PM
  • From November to March: 6 PM to 10 PM
